If the DCU ever gets going and they decide to move the Hawks again, there's also Midway City. It's basically Chicago in the DC Universe but located in Michigan, and it's the city where the Silver-Bronze Age Hawkman and Hawkgirl were based from 1961 to the 1990s. Chicago could also be used since Carter and Shiera had a penthouse overlooking Chicago, where the Hawkworld's Katar and Shayera were based. After Carter and Shiera died during the Zero Hour Crisis, they left the penthouse to Katar and Shayera who used it until Hawkman Vol. 3 ended in 1996.
It took me a while to warm up to St. Roch since I grew up on reading the Hawks flying around Midway City, but St. Roch has slowly been establishing itself. The Stonechat Museum, St. Roch University (where Carter lectures at times), and now the estate and headquarters make it a very important city in Hawkman's history. Amanda Waller and her Suicide Squad also have a connection to the city so there's a good chance we'll see it again in the DCU, once it gets going.

Check out the link for all the other cities on the list. The article on the MovieWeb website spells it "St. Rock" but I'm sure that's just a typo.
Just read through the 1986 Hawkman run, and issues 13-15 are set in an unnamed Gulf Coast city clearly meant as a stand in for New Orleans. Retroactively, at least, this has to be the first appearance of St. Roch.
